When the Assessment Committee for the Areas under Intensified Measures against Earthquake Disasters judges on the basis of abnormal data observed in the Area, that there is a substantially great possibility of a large-scale earthquake hitting the area,, the Commissioner of the Meteorological Agency will report the Information about Earthquake Prediction to the Prime Minister. The Prime Minister, in turn, will issue a Declaration of Warning with the consent of the Cabinet and see to it that the residents concerned prepare for the emergency.
c. Plans for Earthquake Disaster Prevention (Sec.5, 6,7 and 8) When the Areas under Intensified Measures against Earthquake Disasters are designated, the National Government, the designated administrative agencies, designated public organizations, local public bodies and the managers of such private facilities as would be important for disaster prevention, will have to have the Basic Plan for Earthquake Disaster Prevention, the Intensified Plan for Earthquake Disaster Prevention and Emergency Plan for Earthquake Disaster Prevention.

The Basic Plan for Earthquake Disaster Prevention provides the National Government's basic guidelines for earthquake disaster prevention and the basic contents of the Intensified Plan for Earthquake Disaster Prevention. It was formulated in September 1979.
